  • Planned Parenthood Affiliates of California
    Jodi Hicks, President & CEO

  • California Children’s Hospital Association
    Ann-Louise Kuhns, President & CEO

  • United Domestic Workers / AFSCME Local 3930
    Astrid Zuniga, President

  • California Primary Care Association Advocates
    Francisco Silva, President & CEO

  • California Dental Association
    California Dental Association

“In addition to being a one-time tax, rather than sustainable, long-term help for the state’s budget issues, [Prop. 40] has little specifics on how funds would be spent, with no assurances of any funding for Medi-Cal reimbursement rates… Prop. 40 could be detrimental to the Medi-Cal Dental budget, which is already suffering from severe uncertainty and needs more long-term stability.”

Organizaciones demócratas

  • San Francisco Democratic Party
    Nancy Tung, Chair

“San Francisco Democrats care deeply about addressing inequality and making California more affordable, but Proposition 40 is the wrong approach. A one-time tax does not solve the long-term challenges facing our state. When you look at the details, Proposition 40 could make our budget problems worse, putting schools and other essential services at risk while creating greater uncertainty for California’s economy. We need sustainable solutions that strengthen our state, not a measure that creates a new set of problems.”

  • Edwin M. Lee Asian Pacific Democratic Club
  • San Francisco Eastern Neighborhoods Democratic Club
  • United Democratic Club of San Francisco
  • Potrero Hill Democratic Club
  • West Hollywood Beverly Hills Democratic Club
  • Chinese American Democratic Club
    Chinese American Democratic Club

“CADC opposes Prop. 40 because taxing unrealized wealth and difficult-to-value assets could be administratively complicated and could encourage high-income residents and entrepreneurs to relocate, potentially reducing California's future income-tax base.”

Defensores de la vivienda

  • California Council for Affordable Housing
    Jenna Abbott, Executive Director

  • Housing Action Coalition
    Corey Smith, Executive Director

  • California YIMBY
Brian Hanlon and Noah Ornstein, CEO, Director of Industry Partnerships

  • California Housing Consortium
    Ray Pearl, Executive Director

  • California Apartment Association
  • Apartment Association of Greater Los Angeles
Apartment Association of Greater Los Angeles

    Opposed (No)

"The Billionaire Tax Act would require the estimated 200 Californians whose net worth exceeded $1 billion at the start of this year to pay a one-time 5% tax. Service Employees International Union-United Healthcare Workers West, the group that put the measure on the ballot, projects that it would raise roughly $100 billion over five years. That money would be earmarked primarily for healthcare, with some reserved for food assistance and education. If propositions 41 or 42 earn more votes than Proposition 40, this measure would be nullified."

  • California Association of Realtors
    California Association of Realtors

    C.A.R. Position: AGAINST [OPPOSE]

This measure seeks to impose a one-time excise/wealth tax of 5% on the net worth of applicable individuals and applicable trusts whose net worth is $1 billion or more, valued as of December 31, 2026. An “applicable individual” is a California resident as of
January 1, 2026. An “applicable trust” is a non-grantor, non-tax-exempt trust, typically one funded by an applicable individual.

The Billionaire Tax excludes real property from the net worth calculation when the property is held in one of three forms: directly in the individual’s own name, in a tax exempt trust, or in a revocable living trust. An interest in a real estate investment trust (REIT) or other real estate owning entity is counted toward net worth and valued at the entity level, but the entity itself is not the subject of the tax and is not taxed.

Organizaciones de veteranos

  • California Association of County Veteran Service Officers
Jim Zenner, U.S. Army OIF Veteran & Legislative Chair

“California’s veterans know what it means to keep a commitment. Proposition 40 makes promises it can’t guarantee while putting billions in state revenue at risk and adding even more pressure to an already strained state budget. That could leave less funding available for health care, housing, public safety and other essential services veterans, military families and communities across California count on. Veterans deserve responsible, sustainable solutions — not a risky experiment with California’s future.”

  • California State Commanders Veterans Council
    David West, Chair

“For years, one of the top priorities of California’s veterans organizations has been making our state a more affordable place for veterans and their families to live, work and retire. We are deeply concerned about what Proposition 40 could mean for California’s economy, state budget, and the essential services veterans depend on. If the measure results in billions in lost state revenue, it could put even more pressure on funding for health care, housing and other critical programs. We want to ensure California remains a place that veterans and their families can afford to live.”

Agricultores

  • California Farm Bureau Federation
    Shannon Douglass, President

“California’s family farmers are already facing rising costs and enormous economic uncertainty. Proposition 40 raises serious questions about the potential impact on California’s economy, investment, and long-term financial stability. Farmers depend on a strong, predictable economy to sustain their operations, support local jobs, and pass their land down to the next generation.”

California Society of Certified Public Accountants

    California Chamber of Commerce

  • NFIB California
  • California Hispanic Chambers of Commerce
  • California Asian Pacific Chamber of Commerce
  • California African American Chamber of Commerce
    Ahmad Holmes, President & CEO

“Black-owned businesses need more than promises of economic opportunity. They need a stable environment where they can grow, hire workers, and invest in their communities. Proposition 40 raises serious questions about long-term revenue stability and the economic consequences of changes in how wealthy taxpayers respond. Those questions deserve clear answers."

  • California Black Chamber of Commerce
    Jay King, President & CEO

“California needs a serious conversation about how we fund essential services while keeping our economy strong. We cannot ignore the possibility that higher taxes could encourage wealthy residents to leave the state, taking investment and future tax revenue with them. That could have consequences for small businesses, jobs, and the communities that depend on public services. We need to go back to the drawing board and find a balanced approach that protects California’s economy while addressing its budget challenges."

  • Greater Los Angeles African American Chamber of Commerce
  • Hispanic Chambers of Commerce of San Francisco
  • Southern California Black Chamber of Commerce

  • California Taxpayers Association
    Robert Gutierrez, President & CEO

"CalTax opposes the measure because it contains significant constitutional, valuation, residency, apportionment, and implementation problems, would likely generate years of litigation, and could create substantial refund liability for the state. The measure also could reduce long-term state tax revenue due to taxpayer departures from California."

    NO on Prop. 40

This is the “wealth tax,” supposedly affecting only billionaires but in fact a threat to every California taxpayer and homeowner. Proposition 40 imposes a “one-time tax” of 5% of “covered assets” valued above $1 billion. However, the measure includes language that allows the Legislature to rewrite the law later, potentially changing the thresholds, the assets that are covered, the percentage to be taken, and the number of times the tax would be levied. This is an entirely new type of tax, and we don’t know where it will lead. Will all Californians have to submit forms to the Franchise Tax Board declaring their assets every year? How much will ordinary Californians have to pay for “wealth tax preparation” to comply with this law?

    California School Nurses Organization

“California needs more resources for health care, but Proposition 40 is a risky experiment that could ultimately leave our state with less funding for critical services. Every day, school nurses see how closely student health and academic success are connected. Yet Proposition 40 bypasses Proposition 98’s voter-approved constitutional school funding guarantee, potentially shortchanging our classrooms by billions of dollars. Proposition 40 is simply the wrong way to address California’s health care and education challenges.”

  • California School Boards Association
Vernon M. Billy, CEO & Executive Director

  • California Retired Teachers Association
    California Retired Teachers Association

"Because the initiative’s revenues would be diverted to a separate fund, the one-time revenues would not be counted toward the Proposition 98 calculation. This could create a situation in which revenues for this initiative are generated while also leading to an overall decline in Proposition 98 and school funding due to personal income tax reductions."

  • Association of California School Administrators

  • National Action Network Sacramento
Rev. Dr. Tecoy Porter, Sr., President

“As a faith leader and civil rights advocate, I believe we have a moral responsibility to protect the well-being of our families, stand with our most vulnerable communities, and ensure that every voice is heard. I support the goal of preserving access to healthcare, but I believe Proposition 40’s approach is flawed and unsustainable. California families are already facing difficult choices, and they deserve solutions that deliver real, lasting results. Good intentions must be matched by sound policy, accountability, and meaningful community engagement. This is a matter of fairness, justice, and human dignity. Our priority must be protecting access to care while ensuring that underserved communities have a voice in shaping a sustainable path forward."

Pide votar NO.

  • Indivisible Marin
    Indivisible Marin, 2026 Voting Guide

“Indivisible Marin strongly supports making billionaires and the ultra-wealthy pay substantially more in taxes. But Proposition 40's one-time, California-only wealth tax is a flawed mechanism. Extreme wealth is a national problem that calls for a durable national solution. We support federal reforms such as Senator Elizabeth Warren's Ultra-Millionaire Tax Act, which would impose an ongoing progressive tax on fortunes above $50 million and prevent the ultra-wealthy from simply moving between states to avoid taxation.”

  • Community Build, Inc.
  • Westside Action Group

Any discussion about taxing billionaires must also address what happens to the public services our neighborhoods have worked so hard to secure."

  • Los Angeles/Orange Counties Building & Construction Trades Council
    Andrew Gonzales, Council Representative

“Our schools, first responders, our construction workers depend on a healthy state budget – but with $25 billion less in the bank, that’s less money for water, road and electrical infrastructure. That means higher costs for utilities and longer commutes to get to work. That also means fewer jobs and high-growth careers in the building trades, and that’s fewer opportunities for our apprentices right here to grow in their careers. Vote no on Prop 40.”

We want California to be a place where you can do honest union work, build a good life, and know that what you’ve earned with your own two hands won’t be stripped away in the fine print. On behalf of the ironworkers, we are urging our members and all working Californians to vote no on Prop 40.”

"There is zero guarantee the measure’s funds will actually help reach patients or ease the medical bills of struggling families. Instead, the revenue could easily be swallowed up by health insurance companies and executives — the very entities that helped create our healthcare crisis in the first place. Prop 40 fails, for lack of even trying, to make any reforms to the broken parts of our healthcare system. It is hard to fathom how steering tens of billions of dollars to for-profit health insurance companies somehow solves wealth inequality or addresses our healthcare needs.”

“Prop. 40 is built on false promises — the biggest being that this is just about billionaires and won’t hurt you. In truth, it’s all 40 million Californians who will suffer when our budget blows up and our economy tanks because of Prop. 40. We can’t afford to gamble with our future and that’s why I’m voting No on 40.”
